以新型城镇化引领"三化"协调发展是对中原崛起战略认识的升华,是通过城镇化打开"三化"协调的结,破除工业化与农业现代化发展的空间约束。新型城镇化要求在保证农民原有权益不受侵害的前提下,加快解决农民"进得去"城市和"出得来"农村两大难题。根据空间和功能结构特征,中原经济区应划分为五大城市板块,各个板块之间以及各板块内部应该充分考虑城市建设的空间、规模、功能、交通等城市形态的实现问题。

The coordinated development of urbanization,industrialization and agricultural modernization is a sublimated understanding of the Rise of Central China with new urbanization in the lead.New urbanization can undo the knot hindering its coordinated development and get rid of the space constraints for developing industrial and agricultural modernization.New urbanization calls for the premise that farmers'original rights be ensured and that they can "get in" and "come out" of cities.Central Plains Economic Zone can be divided into five city blocks according to its spatial and functional structures.Full consideration should be given to the space of urban construction,size,function,transportation and other urban forms by each block and inside each block.
